Problem with addressable assets catalog download checking at startup,Hello

Hello guys, When I go to the game "online" for the first time, everything is fine and the addressable system download the catalog and remote bundles and uses them properly in the game. Everything is fine for now. BUT.... when I try to go in the game again after that the game freezes in splash screen and never goes into the game even though I have a 60 second catalog download timeout set. the weird thing is that if I update the current addressable build and upload the catalog and bundles to the cloud storage I can go into the game one more time and I can even see the changes but then again if I exit the game and come back, it freezes at splash screen (it doesn't crash though it just freezes) *the game is fine and doesn't freeze on startup whenever I go in the game offline. my catalog json size is about 2.5 mb. my addressable package update is 1.19.9 an my unity version is 2020.3. something else I have tried is that I disables content catalog download at startup and the problem of freezing was fixed but when I enter the game for the second time, it doesn't load properly. ,
